Bureaucrats are created in the same manner as administrators. Prospective bureaucrats can either request the permissions, or they can be nominated (and must explicitly accept the nomination). Creating a new bureaucrat is a more weighty discussion than the creation of an admin, and therefore users should take it more seriously.
